to the "AIPAC"
Peace Proposal Introduction:
Citizens of Israel and Palestine have shown that peace is possible. They have confronted their own militant leaders. In the face of opposition at home, Israelis and Palestinians have worked together for reconciliation.
Many believe one action by the U.S. President or Congress could "turn the tide" of violence in Israel and Palestine. That action would be for the U.S. to re-prioritize the billions of dollars it gives for military aid and to designate those funds for peace aid. In "Voices of the Peacemakers," Israelis make their case that "war aid" motivates both sides to escalate violence. The same dollars designated for "peace aid" would rapidly reduce the violence. By switching $3 billion from funding war to funding peace, the balance between the forces for peace and forces for war would be tilted $6 billion in favor of peace.
Funding peace would be infinitely cheaper than funding war. If acted upon, the Peace Proposal would make possible, on a large scale, many small peacemaking projects citizen diplomats have demonstrated will work.
But for America to re-prioritize war aid to peace aid, many believe, America's most influential Jews must support the proposal. For that reason, TurnTheTide appeals to the "American Israel Public Affairs Committee" (AIPAC), Israel's most powerful lobby, to give Israeli peacemakers as much time to make their case for peace as is given to Israeli war-makers to make their case for war. The appeal is for AIPAC members to seriously consider that the "Citizen Diplomats Peace Proposal for the Holy Land" might provide Israel its best hope for security in the future.

For The Holy Land
The Proposal is for the United States to re-prioritize its aid package to Israel. The annual $3 billion in U.S. military and development aid helps make possible the expansion of Jews-only settlements and Jews-only highways throughout the Palestinian occupied territory. The Israeli settlements in Palestine are a direct violation of the Geneva Convention, which Israel has signed. The United States, the United Nations, and the entire world community of nations have condemned the occupation.
The Proposal is to switch "war aid" to "peace aid." America's interests and Israel's interests would be better served if the annual $3 billion aid package could be used to support Peace Plans initiated by Jewish Non-Government Organizations in Israel and the United States.
Please consider evidence that "citizen diplomats," working in Non-Government Organizations, have created many successful people-to-people peacemaking projects. These have dealt with all the critical issues that must be resolved to achieve a just and lasting peace. If U.S. funds designated for "war aid" were available for a large scale, grassroots peace effort, the needed infrastructure of Israeli and Palestinian organizations already is in place. Members of these organizations could negotiate a proposal for peace the vast majority of Israelis and Palestinians would welcome.
Please consider evidence that the war between Israel and Palestine offers America a unique opportunity. With one change of policy, America could turn the tide of terror in the Holy Land. Peace with justice for Palestinians and security for Israelis would defuse tensions throughout the Middle East. A major victory could be won in the "war on terrorism" with no expenditure of additional taxpayers' dollars.
Please review six peace plans being pursued by Jewish Non-Government Organizations in Israel and in the United States. All support a road map to a permanent two-state solution to the Israeli-Palestinian conflict. You can send the Peace Proposal with a personal letter to the President and to your Congressional Representatives and Senators. THE MOST EFFECTIVE ACTIONS YOU CAN TAKE:
 Mail a personal letter with the Citizen Diplomats' Peace Proposal to your Senators and Representatives. Follow up with a phone call. You can obtain phone numbers from " Congress Connect," or by calling the Capitol switchboard: 202/224-3121. Regular US mail, phone calls, personal visits, and "persistence" carry the most weight. But e-mail gets the message out fastest to more individuals.
 If you belong to a church, synagogue, or mosque, urge members to consider supporting the Citizen Diplomats' Peace Proposal. Do the same with civic and political organizations, environmental and peace groups, and educational institutions.
